To ask the Secretary of State for Justice which bodies funded solely from the public purse are not public authorities for the purposes of the Freedom of Information Act 2000.

Comment by #wco: We would suggest that rather than an inclusive list as Schedule 1, there is an exception list – by default, ALL public funded bodies to be included. In addition, where public bodies create other entities, including commercial partnerships, then these derivative bodies are covered by the Act too. This loophole allows councils to create companies (eg housing association partnerships) that can hide performance, policy and frustrate any scrutiny on their activities.
