Gov Written Answer – CMEC-CSA (Work & Pensions: Children: Maintenance)

29/04/2011

McCartney, Karl raised an interesting point.

Subjects: CMEC-CSA; Money; NRP Rights; Parenting

To ask the Secretary of State for Work and Pensions

(1) what assessment he has made of the effectiveness of the Child Support Agency and its successor in ensuring appropriate maintenance payments are made; and what changes he proposes to make under the reformed statutory child maintenance system;

(2) what steps he is taking to improve the (a) efficiency and (b) effectiveness of the Child Maintenance and Enforcement Commission;

(3) what steps he is taking to ensure that the reformed statutory child maintenance system will provide resident parents with (a) an efficient and (b) a coherent service.

Comment by #wco: £460 million (40% cost to collect) … a shocking waste of money. If they invested this money in promoting, encouraging and allowing NRP’s to see their children then we are sure the maintenance “problem” will be reduced dramatically.

Add onto this the costs for legal aid, judicial costs, capital costs for court buildings and all the other ancilliary costs then this figure will probably exceed £1 billion per year.

Trickett, Jon raised an interesting point.

To ask the Secretary of State for Work and Pensions how many parents without care have records on the post-2003 Child Support Agency computer system and make payments at pre-2003 rates.

Comment by #wco: So, 176,000 cases on the post-2003 system are using the pre-2003 payment rates …

Mr Geraghty:
You should arrange, pending the introduction of the 3rd new system, to amend these cases to post-2003 rates.

NRP’s paying maintenance through CMEC/CSA:
If you’re on the pre-2003 rates, we would strongly suggest asking for a new assessment and get your local MP to write to them to arrange for transfer to the post-2003 CS2 computer system and rates.
